It won't idle very nice with full time EGR.

Re: hooked egr to constant vacuum.hurt anything?

Depending upon the type of pilot valve in the EGR (negative or positive backpressure) you might get away with it, but the EGR may not act quite as it was intended once you are running and under load. While it may be shut at idle due to the pilot valve, it may open at part throttle load and under acceleration more or longer than it should.

What your effort has proven is that the EGR diagnosis (either MAP or temperature switch depending on model year) is probably working correctly, and that you might need to look at the vacuum solenoid valve, its vacuum source, and the ECM wiring to the solenoid as possible problems.
