Can't pass AZ emissions

I'm sorry if this has been asked but I'm not having much luck searching the forums.
I have an '88 IROC w/5.7 TPI. It failed Arizona emissions because it was more that twice the allowable number on CO.
The injectors were replaced last summer with 24# Ford SVOs. Other than that the engine is stock. I just replaced the fuel tank and the vapor canister was replaced when the injectors were done.
I took it to the mechanic, and he's stumped. He tested the O2 sensor and the air system. It's not flashing any codes. He said the CAT is coming up to temp.
Would putting in the higher flowing SVO injectors really cause the numbers to be that high? Should I consider an adjustable fuel pressure regulator to dial down the flow? Do I need to get a different PROM?
I'm stuck so any help would be appreciated.

Quick update: The CO being twice the allowed numbers was before the leaky fuel tank was replaced. With the new tank in there, it's more than five times over the limit. But it's only the CO. HC is fine. So that means the CAT is OK, right?

Cheap fix...12 oz bottle of Guaranteed to pass emissions test formula.
They sell it at AutoZone.

Read the label on the bottle. Guarantee is not worth anything. The product didn't solve the emissions problem in 3 out of 3 vehicles we tried it on.
