is the port that says air supposed to be blocked off?

What? You need to post up more. You've had 25 members look at your thread and have not replied. Now, there are a couple different types of evap solenoids. You need to post up a picture so that we can visually see what you are talking about. When a picture is up, when there is a discription of the engine and vehicle, then I'll proceed to help you out man. I have diagrams that may help you out.

That's supposed to have a dust cover on it or a hose that runs in towards the fender area. It vents into the air. I wouldn't plug it. Will probably build up pressure.

It should only suck air while CCP purge is in affect. Which is not at idle. There is a flag in the calibration to set whether the solenoid is NC or NO. It may be reversed.

Typically, purge is enabled once over a set MPH, TPS, and MAP threshold.

i just capped it off at tb. car never ran better and it got rid of my surge problem.

May have been on the wrong port on the TB. The CCP port is ported vacuum (only has vacuum once the throttle is open some), and has a restriction in it.
