intermittant surging/missing idle

intermittant surging/missing idle
Iv had this weird idle issue for a while. When I changed the plugs it got worse.
All Vacuum lines are secure with a steady reading of 17 on the gauge. I took it to a shop (for an oil change) and they verified all wires are good and secure. Fuel pressure is 43PSIish.
Did a scan today, BLMs are at 139 with the rich/lean counter at 64. Granted that is at 1000 RPMs because it will not be at idle (650 RPM)while it is plugged in.
I use WINALDL and a super crappy laptop for scanning because I cannot get Tunerpro to connect.
Any ideas or anything as to where to go next?
