Problem with 1227165 ECU and fan control

Hello

I have problems with my fan control in my Camaro 305 TPI from 1989.
The ECU controlled fan is always on. Is there a possibility to find out what is going on ? When i turn the key to ignition the fan is off, but as the engine runs the fan also runs. Only driving above about 40mph shuts the fan off. Below 40mph it starts again.

-AC is OFF and removed
-ECU Temperature sensor is new and ok
-Fan on Temp is set to 190°

When i connect my laptop to the car via Tunerpro the coolant temp is below fan on temperature and there is no fan on request, but the fan duty cycle is on 100% ??????

Never mind...your fans do shut off under certain conditions.
