90 tuned port acceleration problems

I have a 90 tuned port speed density system on a 355c.i in my 69 camaro. I have a hesitation between 12 and 1700 rims. It also pops back through the throttle body. Have no check engine light on and the timing is set where it should be. Tired of beating my head against the wall to get this right. Any suggestions what to do or where to start

Hesitation means different things to different people. Can you describe in detail the hesitation?
