wet runners and plenum ?

theres alot of carbon build up and..

The intake, plenum, and runners are wet with ( what I think ) fuel.
Its sort of oily to the touch but i believe its carbon mixed with fuel that gives it the texture.

I have the plenum and runners off. Should i let them dry out?

Its oil coming from your pcv system. Clean it all out with carb cleaner.
