Start with this link ---> https://www.thirdgen.org/newdesign/tech/promintro.shtml
That link will tell you all about the various software and hardware that you can use. There are links to the various manufacturers so you scope out the equipment and contact them if you wish.
Also, scope out the DIY Prom Board and do some "searches" and reading. If you search WAY BACK to the 'beginning' of the DIY Prom Board, there are many "Where do I get started" type questions, which are all basically the same.
Basically for eprom burning, you will the following:
1) A prom burner (called a "programmer")
2) A BIN editior to modify the BINs (the actual eprom program)
3) A Scan Tool to diagnose and monitor your engine.
The article I gave the link to will discuss the various alternatives for you, with many "free or cheap" alternatives. There was even a discussion of "building an eprom burner" but I don't know what happened to that projet.
If you have any more questions, just submit them on the DIY Prom Board, but I do encourage you to do some searches and some reading within the DIY Prom Board. There have been MANY questions discussed in the past (e.g. tuning of fuel tables, and Highway Mode) which will greatly help you get up to speed.
