Vacuum trouble

So something bad happened at -42* weather. My coolant heavily slushed up and froze..... overheated my car bad, i almost died that night. But due to the overheat my water pump went bad, got a new water pump and replaced it, i replaced my oil and everything as well..... there is no coolant in my oil which is good, my radiator cap i think is screwed, seems to want to over pressureize and push coolant out the little peacock valve on the radiator. And i dont see my reservoir tank drain when the engine cools. Another concern is, i set the basics, min idle, tps, and timing. And my vacuum is great in idle, but when i put it in drive it drops to 15

any ideas to start tackling this?

Start by replacing the cap. If that's bad it will never work. Also inspect the plastic radiator filler neck and especially the seat where the cap seals..... And personally I would check for exhaust gasses in the coolant.
