What is this port on Vortec TPI base

What is this port on Vortec TPI base

I'm trying to figure out what a hole in my Edelbrock TPI base is for. This is just a random picture I found online and it appears to be plugged but my Edelbrock Vortec TPI base I am putting on an engine currently has an open port near the distributor. Not the hold down bolt but similar in size. I circled it in this picture. What is it for? Should I plug it also as whoever's picture this is did?
