5 speed stalling when shifting into neutral; hard time starting when cold

I have this issue with my 89 IROC where any time I start up from a cold start I have to give it gas to keep it running for the first minute or two, if I don’t, the idle gets very lopey and will die. When it warms up it will idle okay, but rough. If I takeoff and get to a stop sign or stop light it will idle poorly around 500 or 400 but then once I get past the first stop sign or two it will idle fine around 800-900 and I won’t have to worry about it stalling out.

today I had this issue where I was driving around after fueling up and anytime I shifted into neutral it would just die. I would have to give it gas while driving to keep it alive, kind of dangerous when you have to use 2 feet to slow down and keep it in neutral with gas at a stoplight.

I had an incident like this maybe five years ago where I was doing like 50 miles an hour and shifted into neutral in the car stalled out. It did it for like 20 minutes all the way back home. I don’t know if It really solved the issue but I went home and banged the in-line fuel pump fuse against my battery and that might’ve fixed it because it never happened again until now.

The car doesn’t have an EGR, it has an EGR block off plate. There is no charcoal canister, I have the throttlebody vacuum parts capped off.. they are new caps.

New plugs
new spark plugs wires
cap and rotor are fairly new
New ignition coil
I put a new idle air control valve and the new idle air control valve made the car not idle at all… idle kept bouncing up and down, so I put the old one back in because I thought that was the issue.

I haven’t checked fuel pressure , acceleration is pretty jerky around though 1500 to 2500 RPM range. When I drive in parking lots in first or second gear I have a hard time going slow without the car jerking. I don’t know if it’s a bad fuel pump?? I do hear it groaning on very hot days. I don’t know if it’s a vent issue that needs to be cleaned out

I know I have multiple issues but I don’t know if they’re all tied in together. If anyone could chime in that would be awesome thank you all

It would be good to check the IAC stepper motor connector. It may also be helpful to perform the minimum air position setting procedure, which includes cleaning the throttle body, cleaning and lubricating the IAC, setting the throttle position, and a final set of the TPS. This would most likely reveal whether or not the IAC is functioning properly, and at the very leat remove a lot of variables from the suspect list.
