Fuel pump not priming

I have a 1989 Camaro Rs with the 2.8 and it was running fine but now it won’t start and I don’t hear the fuel pump prime and I’ve replaced the relay and I tested the pump with direct power and the pump is fine.

Does the pump relay actuate when the ignition is first turned on or when the engine is cranked?

I just checked the fuze and it was blown so I replaced it but I still don’t hear my pump prime

I’m assuming that fuze is the one on the passenger side but I see your evap can but on mine the evap is on the drivers side while the battery is on the passenger side. Is my car just weird and swapped?
