1. free mods
2. headers, y-pipe, cat, hi-flow exhaust
3. Conical K&N air filter/cold intake
4. runners/ base manifold

That is what I would start with1

Personally i'd skip the runners and base manifold. I don't think they are as much of a restriction on a 305 with stock heads and cam. I'd definately add a good quality torque converter to that list however.

Nitrous + slicks might get you mid 13's... but it probably won't last long.

This is all really irrelevant since your car may have any number of things that make it individual. Like the above replies... since you have an Iroc, a conical filter isn't going to help. Regardless if you only have $1500 and you want into the mid 13s as quickly as possible drop about $600 on nitrous, $400-600 on a set of slicks on strip only wheels and you'd be there, till the rear end, tranny, or engine blows up. In which case you can use the remaining $$$ on a 84 Chevette to get you to and from work till you can afford to piece the car back together.

On the other hand, you could do full exhaust, headers, cat, catback, and have a nice sound and more power and it won't hurt the cars longevity. Cam & heads would be a good place to start looking for more power, but you're really on your own since you'll have to decide what you want, and do the research to find out what will work and what wont.

I would go with the full exhaust. That would include headers, high flow cat and any good 3 inch cat back. I did that on my 1988 IROC 305 TPI and that was the best improvement. Those mods will run about $800 for about 25 HP and much much better sound. Make sure the free mods are done and a good tuneup with good plugs wires coil all fluids and filters. After that you should have about $500 left. This you could put into a nice shift kit which would make driving it much more fun. After that you are left up to many options. Chip, AFPR, Base and runners, porting, relocate IAC bump timing, etc. Personally those mods will not get anywhere near low 13's But I think you could get a nice mid to high 14 out of it. Save the money not spent and put it in a nice rebuild with a good pair of heads and moderate cam. Look at Willie's camaro he runs mid 12's on a 305 with supercharger but he shows what he ran on a rebuild engine with cam and heads anc intake and it may surprise you. Keep that in mind and keep the muscle car alive.

Last time i saw, Willie ran a 12 flat at 115 or so with that 305. That was with his new(er) Procharger. Quite a car! He was and i think still is running aluminum L98 heads. No clue on the cam.
