The ECM grounds the relays to activate them. The ecm basically grounds the electronics to control them. Just like the ECM grounds the injectors to complete the circuit to fire them.
On the 165 ECM the fan relay is activated by the ECM grounding the green w/white stripe wire, pin A1.
By splicing into that wire by the ecm and connecting it to a toggle switch that is also connected to ground you can create a nice manual fan switch while the ECM still controls the automatic on/off functions. By splicing into it by the ECM you can keep all wiring inside the cabin and keep it clean.
