diff. in axles-28 spline to 26 spline?

diff. in axles-28 spline to 26 spline?
hello, I have a buddy that has taken his posi and gears and installed them into a disc housing. now, he has 28 spline axles that came out of a 90-92, and the diameter of the axle flange is bigger (by about half an inch total) so the rotors from my old 26 spline axles wont fit over them.
Im wondering if the diff. in axle diam. is from drum brake to disc brake axle, or if the diff. in diam. is from 26 spline to 28 spline?

Axle/Gears: STRANGE ENG. 12 BOLT 3:90 SPOOL
the axles from drum brake rear ends have a larger flange hat size both 26 and 28 spline axles are this way . you can safely machine this down to get them to fit in the rotors a local machine shop did this for me cost $10
