4th rear, brake problem

i installed a 4th gen rear end and bought a new prop valve from GM which was for a 89 car with 4 wheel disc brakes. well the rear brakes will barely stop the wheel when the car is jacked up and in drive. so ill be gettign a adjustable prop valve. is there any that i dont need to reflare my brake lines. the one from wilwood i would need to but summit has some too. they have a lever one and a **** one. i think wilwood has both too.

it wouldn't be that the calipers are stuck. the rear end was rusted but i dont know if that damaged the calipers. but they look alright to me.
