Convertor Clutch Is Not Working

Hi guys, i`m in need of some assistance here.
My 700r4 that is in my 86 Camaro has just been rebuilt by a reputable company over here in the UK. It would appear to be selecting all 4 gears but it is not locking up, I think ??
I have 3 wires going to the box and they are all supplying 12 volts when the ignition is switched on, and nothing when the ignition is switched off. I connected a toggle switch to terminals A and F on the ALDL and tried switching on and off at different gears and speeds, but it made no apparent difference. I even tried a different ECM and prom and it still made no difference. I cant take the pan off as this will invalidate the warranty, and as the company that rebuilt the box is over 400 miles away, I cant just pop down and get them to check it !!! Any advice you can offer before I phone him up and start moaning at him would be most gratefull. This would appear to be the same problem I had before the rebuild.
Last question, does the box only lock up in 4th or does it lock up in 3rd as well ???

It can lock up any time from second gear and above depending on factory wiring and calibration (GM used several different configurations). It could be a bad pressure switch, bad lock up solinoid, or just a wire not connected.
At worst it may be an internal converter malfunction.
12 volts to all terminals doesn't sound right but I'm not sure, maybe this was keeping it locked up so they left a wire off.
Not much you can do without taking the pan off.
