Stall speed

What is the proper way to pick your converter.Do you want it to
stall below at or above your torque peak?

Engine: 350
Transmission: TH400 4,000 stall
Axle/Gears: Currie 9", 4.56 gears
The rule of thumb I've read here is pick one out that is about 500 rpm below your peak torque.
