Slow to shift into 4th when cold

I've been having this problem for some time now and I'm not quite sure what it is. I made sure that my TV cable is in adjustment and that is fine, but the problem seems to be that when it is cold outside and the car takes longer to warm up that the car also takes longer to be able to lock the TCC into 4th gear. Is the transmission driven by the temperature of the car? Like I know some cars won't let the car shift into OD (4th) until the car is at operating temperature. Thanks in advance for your help!

Some editions of the 700R4 do have a thermal switch in line with TCC (lockup) switch. It cuts out the TCC untill temp has risen to its preset temp. The threshold is pretty cool and is usually only effective when its realy cold. Not sure what the temp threshold of the switch is though.

Actually, the ECM inhibits TCC lockup untill a certain temp is reached. The thermal switch is set for like 280° (rough guess, I don't remember the exact number) to lock-up the TCC in 4th gear to help cool the tranny back down.
