Clutch Won't Engage

I have double checked the TOB, the flat lip is over the springs. I have bled the slave cylinder both ways about 15 times each. The fork is moving about 1", maybe a lil less, when the clutch is pushed in. With just the tranny off and the bell housing and clutch assy. on, the clutch wont spin with the clutch pedal pushed in...how much travel is needed for the clutch to work?

1" is plenty of travel. You have something else going on.

Is this with the car running?
