i cant figure out why my clutch wont disengage

i've bled the system numerous times, including gravity bleeding, and bleeding the system with using the pedal.

the hydraulic system has a new clutch MC and SC.

i also checked the Throwout bearing, the first time i checked it, it was put in wrong
i pulled the tranny again this morning to double check, and i did put it in the right way the second time.

i am only getting 3/8 of an inch of movement at the slave cylinder.
I was told i should have around .6 of an inch of movement.

anyone have any ideas??
