CableX Box and T56 ?

CableX Box and T56 ?
I just got done swapping in a T56 in my car. I have now hooked up the cable x box.
My problem lies in the fact that the speedo will bounce around a bit down low and then it won't get above 20 mph when I am driving. I thought the cable was binding causing the motor to spin slow.
To diagnose I took the cover off the box and put the car on jacks in the back. I put it in first and let it idle. You can watch the motor speed up and slow down... I unhooked the cable w/no change and then when running through the test, it will spin to 60 mph w/o problems. So that tells me no problems with the cable binding.
Anyone had anything like this? Could it be a bad VSS sensor in the trans? Do they ever get 'gummed' up or dirty and they won't work? As far as I can tell, it is wired right...
