Park is acting like nuetral

Alright I am building a new motor for my car and while I am waiting for parts to come in I decided I want to fix a few small things on my car. Heres the deal. When I bought my car the guy I bought it from had know Idea what he was doing, he thought there was a 350 in the car when it was a 305 and he also thought the car was carborated when it had tbi. So this genuis tried to make a hot rod out of the car not knowing what he was doing and he messed up a whole lot of things. I have fixed most of them but there is one thing that has been boggling my mind. Alright When I put the car in park it acts like nuetral, if I let go of the brake it rolls, all my gears work , but when I turn the car off if I put it in park or in gear it will still move. I think it has something to do with the B&M mega shifter he installed in the car because when I first got it the I had to adjust the shift cable and gear indicator , so I dont think he did a good job installing it. So whats causing this problem? I appreciate your help guys.
