torque? how do they get it?

torque? how do they get it?
How do they come up with the TQ numbers for a stock car....if the HP #'s are flywheel HP....are the TQ #'s also flywheel? I thought TQ is measured at the wheels.....
for instants...my car came with 190HP and 295TQ from the factory ......are those reading both flywheel? or one is and the other is not...

They are both "measured" at the flywheel.
Torque is the thing that's actually "measured" to produce those "ratings". HP is calculated from that.
Torque is the twisting force that the engine can generate. HP is the rate at which it can generate that force, i.e. at what speed it can do work.
