rear gears affects CUT OUT?

rear gears affects CUT OUT?
my friend got the same car as me a 91 camaro rs, all stock except 3.73 and a posi, his speedo goes up to 110 just like mine but his car cuts out at around 80. Hes going to Automotive Training Center so im figurin he knows more about it than i do, he says that the computer looks at how fast the speedo is movin to know when to cut out. if this is so, there is a way around it by hcanging the speedo gears. but then he was saying that might not work for an automatic just a manual, cuz hes done that before on his mustang. i just wonderin what ya all think about it, if ya know different let me know, i got stock 2.73 and was plannin on also changin the speedo gears

if he changed his gears, his speedo is off..
when its off and reading faster then hes going, the cutoff will come on earlier since the ECM thinks its going faster then it really is.
