wot downshift

hey all, my car's new 700r4 doesnt downshift once its in 4th unless the speed drops. I've had to shift it manually to get the boost. Any reason for this? my old one used to always downshift at full throttle.

Engine: Al LT1 headed LG4 305

Transmission: TH350

Axle/Gears: 3.73 posi with spacer

Its supposed to down shift with anything more then 2/3 to 3/4 throttle.
