Tranny will not shift out of 1st gear

Transmission: 700 R4
Axle/Gears: stock
Tranny will not shift out of 1st gear
I did an extensive amount of bolt on for more HP. See my Sig.
Only problem now is my tranny.
I believe it is a rebuilt 700R4.
It shifts from P all the way to 1st fine when parked.
However when driving it will not shift out of first.
I dopped the pan today and replaced the filter and fluid.
NO evidence of any metal shavings or damage visible upon inpsection. Fluid was nice red color.
I installed a drain plug before I reinstalled the pan.
However....still no more gears.
Where should I go from here?

If I understand correctly, the tans only has 1st and reverse, then the governor gear is stripped. Under dome, left side of trans, back by/on tail housing.
Pop cover off, pull out governor , replace gear.

Yes...only first and reverse.
Sorry for my ignorance but, is it inside the pan or on the tail near where the speedo cable goes in?
Is this difficult to replace?
Where is the best place to find the part?

Axle/Gears: 3.70 Posi disc 9 bolt
Left side of tranny, just forward of speedo cable. It's the only "dome" shaped cover on the left side. It is slightly hard to see with the tranny still installed. Use a flathead screwdriver to pry the dome cover off. The governor gear will slide right out, if your tranny is lowered a little.

Took to a Tranny shop and they said it was not the governor gear. He said everything appeared fine. Governor gear was good and shift linkage and everything was adjusted. He did not know what was wrong. This tranny was completely rebuilt 2 years ago, with only 3,000 miles on it since then.
He said for $195.00 they would tear it down inspect and reassemble. Then would let me know what the deal is.
Does this sound reasonable?
How do I know if I am being ripped off?

That's exactly why most of us old fuggers like to work on our own stuff. And why we expect people to actually use our advice. Were I you, I would already have inspected the gov gear myself. How do I, you, or anyone else know if they are lying to you? :shrug:

I did not ask if they are lying to me. I asked if what they are doing sounds reasonable.
