700-R4 1rst gear problem

Car: 85 Chevy Silverado
Engine: 383
Transmission: 4l60
Axle/Gears: 3:07
700-R4 1rst gear problem

I have a rebuilt 90 700R4 that wants to start in 2nd rather than first gear.
If I manualy shift it will start in first but if I place it in the normal drive postion no first gear.
Is this a problem with the govenor?
It has a Transco shift kit with Pro-Builts recommendations.
It shifts great an seems to work perfecly except the first gear issue.

the trans go shift kit which uses the governor orifice is known for this especially when instaled on an ho 700r4 transmission with a light governor.the reasons are quite technical.another cause is too much initial tv setting causing governor upshift to remain at the upshift side of the 1/2 shift valve when coming to a stop,due to the orifice or a crossleak.i bet it doesnt do it when you start the car up and first pull of .also a sticky governor or shift valve or crossleak.
