shifting strange

ok this is for a buddy of mine. He has a 91 z28 with a 700r4. He asked me why his trans shift at 3k when he gets on it a little bit and then when he comes to a stop at just barely gets on it, it still shifts at 3k. He said the it will do this till he shuts it off and starts it agian. I have no clue what it could be. Any help would be greatful. Thanks in advance.

So it won't shift a 3k unnormally unless he uses alot of throttle first?

right. if he drives like a sane person and not petel to the floor. it will shift normally. but when he stands on it and then drives like a sane person it still goes to 3k before shifting till he shuts it off and restarts it.

My 82 does that sometimes, but not too often. I need to downshift to 1st quickly then back to third(only three gears) a few times, sometimes that works, sometimes it doesn't.

I'm not sure why it does that, but its doesn't happen often, so I don't worry about it.
