I have not even 1000 miles on my built TH 700 R4, and when driving around there is a flare up inbetween the 3 and 4 shift. The RPMs jump up like 800 RPMs before it shifts into 4th. Is it a possible 3-4 clutch pack problem? If so that sucks because I have 9 instead of the stock 6.

First thing to do would be to verify proper TV operation (proper cable adjustment, proper TV spring length (behind the TV plunger in the valve body)). Before suspecting any other issues, I'd sort that out and verify it first.
