Not stalling correctly?

So i bought a 9.5" 3200 lockup converter for my 700-r4 and am seeing only about 2000 w/ my foot all the way on the brake. The rears just break free before I get there.

Am I doing something wrong? Do I need some sort of line lock?

Misc. Info:

3.73 gears
probuilt 700-r4
