slipping or line pressure?

slipping or line pressure?
I just ripped the teeth off of some gears in my T5 so I took a 700r4 out of one of my parts cars to put in the formula. The parts car never ran when I had it so I don't know for sure if the tranny was good or not. Anyway i put in a transgo stick shift kit and all looked ok, no odd smells, very clean, no metal in the pan. I put the transmission in, hooked up the cooler lines and put 5 quarts of fluid in it. I started it briefly and then added more fluid, I kept doing this checking fluid with car in park and running until it was full (8.5 qts.) There is no leaks, but at six qts. the tranny would go into any gears. When I pushed it out of the garage with 8 qts in it, it finally went into first but moves very slowly. It will rev to 2 or 3k and then start to move. I was gonna drive it to see if it shifts but I decided to hold the brakes slightly to put the car under a little more of a load and give it some gas, it just reved up and smoke started coming out of the tranny. Could it be that I don't have enough line pressure somewhere and fluid is going somewhere it's not supposed to? Could the TC be screwed? or is the tranny just slipping?
