Odd shifting

My car shifts kinda weird. I have heard about the 3/OD shift thing where you have to be out of the gas most of the way to shift but mine dont do that, it shifts instantly. but my 2/3 shift wont happen if im in the gas more than halfway.

Is it possible that when it was rebuilt that they got those two valves or whatever mixed up?

Get going from a stop and it will shift at 3,000 to 4,000rpm but then it will spin up to 5,000 in second and wont shift so i let off the gas and it wont shift up till the engine returns to idle then it will shift and i get back on the gas and it goes to about 3,000 and then shifts to OD and i can go up to 4,000rpm (thats as far as i felt like going i had it well past the 85mph mark where the speedo stops).

Is the TV cable adjusted properly?

i have adjusted it per the instructions i have found on here and by my mechanics Gm manual and even had the GM dealership here in town look at it and its set right. plus i have put about 10,000 miles on it and my sister put close to 5,000 miles on it, From what i have read here they usually fry way before then if they are adjusted wrong. thats just at WOT tho if i just drive normal it shifts smooth as silk.
