Dyno troubles and lock up? Need help!

Dyno troubles and lock up? Need help!
Well I have a 383, hooked up to a mildly built 700R4, lock up. The engine puts out 500 HP at the flywheel (dyno proven).
I have no computer in the car....
When I ran my camaro on the mustang dyno our school has, it only put out 250 RWHP. Now my teacher was saying that since the stall converter isnt locking up, It can fool the dyno into how much power the car really has. The car has more then 250 RWHP b/c ive raced GTOs and beat them. Is this true about the converter not locking up?
I know if this is the problem I will have to order the lock up kit from TCI or painless.
