Early TCC Lockup (21ish mph)

I have a 86 305 tpi, 700R4 with 93,300 miles on it.

The TCC is engaging at 21 mph, and from what I've heard, that's not really a good thing, plus it bogs my car down and it feels like i'm running over a bunch of bumps, it'll shudder.

After reading a post on this site, about the 3rd gen 86 bugged prom I went and purchased a prom with the part number of 1228291 which is supposed to be the corrected one right?? So the TCC won't engage until 41 mph or so. Well I Installed it and it didn't change anything. Still engaging around 21 mph. Here are a few videos showing the problem.

This video is with very light accerlation.

This video is with moderate accerlation around a corner and up to about 50 mph.

This video is with moderate accerlation up to 30 mph, and then easing off, so it can shift, it shifts really sparatically I think?

Also, about the prom, in the article ( 3rd° Tech Tips~TSB~Bugged PROM ) It state that the 1228291 prom should have a date marking of 8646 or higher, the 1228291 that I ordered has a marking of 8612....how is that possible?
