well while adjusting my TV cable I did everyting like I should, I pushed the tab in and slid the tv cable casing back to the firewall, then went to WOT, but rather than the cable ratcheting out like it should have, the plastic clip that snaps onto the throttle snapped! DOH! so i ordered a new one from rock auto, 17.99 + 7.90 for shipping 2nd day air. Well it arrived today and I got to thinking the clip that I broke is removeable on the new cable so what if I just snipped the barrel off the end of the old cable and slide the new end on my old cable. I ended up loosing about 3/8th of an inch of cable, but when I carefully opened the throttle and the adjuster adjusted it came out about 3/8ths more than it was prior to me breaking my old one.

My question is will this affect anything? Im thinking it wont. but am hoping for confirmation from someone.

I agree.
The adjuster extended more because you shortened the cable... which you probably already figured out. The TV adjuster compensated for the shorter cable making the new NET length the same as before, which means no changes.
