4l60e non shift question

ok guys. i havent been around the forums in some time due to work and the holidays.
i started a swap several months back. a 1995 lt1/4l60e into a 90 camaro rs.
the swap was completed except for some transmission issued to iron out,
i think i have this issue whipped now however, im just asking for some advice here.
the car felt like it was stuck in third gear when you would start it, i dont have tags on the car so i couldnt test drive it, knowing my luck i would get caught . these are the tests i have tried.
i know the 4l60e works off a ground issued from the ecu to the solenoid.
TEST 1: took my digital volt meter and clamped it to the B+ batter terminal with the ignition switch on, took my other meter lead and touched the A terminal on the transmission connector, i registered .1 volts. i then touched the B terminal on the transmission connector, registered .1 volts. i said hell i dont see a ground here... so i then gently touched the ecu housing. now im showing 13.5 volts from the ecu housing to the B+ battery terminal.
this told me the ecu is not sending a ground to the transmission.
TEST 2: i took a wire and jumped the transmission connector A terminal to a ground, i heard a click from under the car. i then touched the B terminal with a ground. i heard another click. this made me believe the solenoids are pulling in. so then i crawled under the transmission pan and had a friend ground them out. i heard them click.
my question is. whats the issue here? the ecu transmission driver or perhaps a ground lose somewhere? the ecu its self is grounded and im pretty sure all grounds are intact.

You need the computer in its entirety to make this work correctly.
