700r4

I have an 89 camaro with a 700r4 recently rebuilt complete b&m kit and a tci 2700 stall converter. I have been building this car for 2 years I'm getting close to finishing and have started to drive it around. It hits 1st and 2nd really hard shifts around 3000rpm, even if I don't get on it hard I guess this is normal?
When it goes to 3rd it slips so I coast, I have to manually downshift it to 2nd. It doesn't want to down shift on its own. I have not installed a lockup switch yet would this have anything to do with it. could the tv cable have anything do with it? The fluid is new and full I have maybe 5 miles on it since the rebuild I drove it awhile back and it hit 3rd gear fine the only thing I did was change to a 3.73 gear with a posi. I'm really frustrated I'm about done and now I'm having problems. I'm worried about it slipping it has new clutches and steels, and why won't it downshift when I coast nearly to a stop? Please help.

Would that make it slip in 3rd? It holds in 1st and 2nd when it goes to 3rd I can pedal it and it just nuetrals. I don't know I think it maybe tight when i went to a carb I had to adjust it all the way out to make it reach.

With only 5 miles you are probably low on fluid. But I would get the TV cable adjustment right before any more driving, otherwise you will destroy the transmission.
