No Downshift at WOT....TV Cable?

Title pretty much says it all, at WOT the Tranny won't downshift. This is on a 305 TBI V8, i'm not sure if the cable is adjusted correctly. Any help that you guys can provide is appreciated.

The procedure for adjsuting it isn't that hard, so I would rec. that you just do it and see what happens. Does it upshift normally?

It upshifts normally, I just redid the exhaust so maybe i'm just not used to the loss of low end torque. I pulled the Throttle bracket to the WOT Position and pulled the cable out as far as I could. Then slipped the cable back on, thats the only way I know how to do it. I took it out for a real quick test, I think my Tach is off there is no way it hit 7,000rpm before shifting.
