governor

hi all need some advice on fitting the spring type clip that comes with the transgo reprograming kit ive gone for full manual control and the instructions and pic are not that clear on fitting it to the govnor what i need to now is if it is supposed to stop the to spring loaded weights from moving in and out or just one from moving thanks
