Can't make it past 70mph.

So I'm new to this site and I just bought an 87 Camaro with a manual transmission from someone who did not know what he was doing and did more harm than good to it. So I bought it and am in the middle of restoring it. One problem I just ran into is the fact that I can only top out at 70-75 mph, I am assuming that it is a problem with an after market transmission governor that might have been installed improperly. When I do make it to 70 it sounds like I am stuck in a lower gear or that engine braking is on. Any pointer would be nice, thanks.

manual trans? governor? trans braking?

what exactly do you have? A manual trans does not have a governor, an automatic does.

My car is an LO3, T5, and I have a governor from the factory. When I hit 120, I get instant fuel cut.

true on both counts. No governer in the transmission. Yes on the ECM. 109 is generally that cut point.
