I'm looking at getting into an 85 z28 with a transmission that way need to be replaced, it currently has the 700r4 in it, it is a 305 car. Would a 4l60e out of a 3.8 96 RS swap into this application?

No. The 3.8L has a different bellhousing bolt pattern than the small block chevy. The 4l60E is the same trans as the 700R4. GM just changed the way it named it's transmissions in the early 90's. 4-four forward gears, L-Longitudinal mounted(rear drive), 60-torque rating, and E-Electronic. The only thing that makes the 4L60E different from the 700R4 is that it is electronic and the 700R4 is not. You would need to get a trans controller from some place like JET if you can get a 4L60E from an LT1 or 2 wheel drive chevy truck. It would be cheaper to rebuild or replace the 700R4. Hope this helps answer your question.
