Trouble with B&M governor recalibration kit

Trouble with B&M governor recalibration kit
After re-building my 700r4, all light throttle shifts are good except I now have to be cruising at 60+ MPH for tranny to shift into OD. Before re-build it was around 40-45 MPH which is where I want it (TV cable is adjusted properly).
Not sure where the WOT shifts are at cause my rev limiter kicks in at 5500 RPM.
I got a B&M goverenor recalibration kit. Installed the 2 heaviest weights (#1 and #2) and the 2 strongest springs. Went for a drive and it won't shift from 1st to second until RPMs are over 4500 RPM with very light throttle. To get into 3rd gear requires abt 70 MPH and very light throttle. Tried again with weakest springs; wouldn't shift at any rpm (couldn't try above 5500 RPM).
Re-installed orig weights and springs and everything is back to the way it was.
Tried installing 1 stock weight and 1 B&M weight (#1) with orig springs. Got a slight improvement. It would shift into OD at 57 MPH.
Basically it seems that if I use 1 factory weight and 1 B&M weight , tranny will shift at a sane RPM. If I use 2 B&M weights, no matter what weight (or springs), tranny shifts very late if at all.
I weighed the orig weights and they were the same as each other and equal to something between a #3 weight and a #4 weight in the B&M kit..
I noticed the B&M weights have a little more material in the area that contacts the spool valve. Wondering if the weights are binding with each other or with the spool valve as RPMs increase.
Anyone had a similiar experience with the B&M kit??

I used the most similar B&M weight to the stock one. Part throttle were similar (just a bit delayed) except for 3 to 4 .
It was 50 mph and after the modification at 80 mph
IF I correct remember , B&M say to use only one weight at time.
I ended grinding some material from the ORIGINAL weight AND I used the stock springs.

Found the problem. The tangs (that contact spool valve) on the B&M weights were at the wrong angle compared with the stock weights. I found that if the governor is held with gear pointed up and both weights pushed outwards, you can push one weight inwards while observing the spool valve thru the cutouts in the gov body. Repeat while holding the other weight out and pushing in on opposite weight. If the spool valve moves in either situation, one of the weight tangs needs a tweak. Basically, you want both weight tangs touching the spool valve with weights fully extended. Tranny now shifts sweet and goes in OD at 45 mph with light throttle.
