Can someone explain why some crossmember mounted torque arms are like this?
So what does this peace do below just the rod end? Is this made to allow correct movement of the rear end and rear suspension travel Vs a fixed rod end? Can someone explain why some crossmember mounted torque arms are like this?

The torque arm needs forward and backward movement also. Look at the factory mounted torque arm. It's designed to slide in the bushing. That's also why you have a slip yoke in the transmission.
There's an early design that had a fixed mount but had a slip tube design. This had a protective dust boot and needed to be greased.
