I may have a bad govenor and I was wondering what exactly is this piece. The transmission is a 700r4 in a 92. How hard is it to fix this?

The governor along with the TV cable control the shift points of the transmission. The governor is located at the back of the transmission near the speedometer cable, it is underneath a stamped sheetmetal cover. To remove it you need to take off the cover and pull it out. It is pretty easy to remove.
