Where is the TV cable???

Where is the TV cable???
Can any tell me where to find the TV cable because my car doesn't shift from second to third unless i give it a lot of rpms and then let of the guess and someone told me I need to adjust my tv cable or something but I don't know what it is. My car is carborated.

Car: 1986 Firebird
Engine: 2.8 V6
Transmission: 700R4
Just follow back all the linkage from the butterfly valve, where it hooks onto the carb. I mean the thing that moves when you press on the gas. The TV cable would be attached to that same lever. You'll know it's the TV cable because it turns from a cable into a rectangle, and goes into a funky looking black box with a metal "D" button on the side.
If you don't have cruise, there should be at least one more cable going to the carb, other than the gas pedal, and that'll be the TV cable.
