It really depends what kind of power you're making and how good your brakes can hold you. You probably won't ever see 3500rpms without decent power and a trans brake. 2100rpm sounds a little low, but I'm sure someone else will chime in. What brand is the torque converter?

I can't hold past 1500 rpm. Its typical for the brakes not to hold at that high of rpm.

A car will rarely ever see a true stall without a trans brake. Your car has to many factors in the way for the converter to make it to the speed it needs to go to lock up. ex...tire spin, front brakes not holding etc...
How does the car feel with normal driving. Does it seem loose and sloppy for about 1/4 to 1/2 the pedal? What type of converter do you have and is it a 10inch or 12 inch?
Does the trans shift hard?
