swapping auto to a 4 speed manual
can i swap a 4 speed saginaw or muncie in a 83z28 auto?
what would i need?
whats its gonna cost(not including trans)

Look at the stuff Spohn sells (they advertise all over this place)... they have everything you'd need to install one of those 4-spds.
