trans doesn't want to downshift out of drive?

I new here and need a little help. When driving my car(82 berlinetta 305) and I get into drive(its a 200c by the way) and I slow down for a corner it doesn't want to downshift out of drive unless the engine drops down to around 400rpms or about 25-30mph. What could cause this, is it the TV cable or is something else wrong?
