HELP, 700R4 Crazy late shifts into third

HELP, 700R4 Crazy late shifts into third
When my 700R4 shifts, wether it be on it's own or when I manually shift(which seems to make this problem more pronounced) the trans doesn't want to shift into third under full throttle until sometime after 6200RPM. I've had the trans rebuilt by a reputable race shop and it still does this. I'll go back to them but I want to see if anyone has any ideas about this. First to second shift is fine and I've played with the governor recalibration kit with no luck. I'm no doubt losing a couple of tenths in the 1/4 cause of this not to mention revving the hell out of my motor. Anybody?
So it did this before AND after the O/H right? Is that what you were truing to fix? Did it do it immediately after the O/H or a little whiole after? Usually it is 3-4's (common weak point in a 700) on the way out that cause an overrev on the 2-3 shift.

It was doing this before the rebuild. It was one of the problems I wanted fix along with the usual upgrades to make the unit stronger. It's not a flair up in bewteen shifts like a slip, it's a very late shift. It was rebuilt like the typical race tranny shop's street/strip unit. I'm bringing it back to them again next week. They are trying hard to solve this one but they say all looks good inside so we'll see what they go after next.
IF it is ONLY the 2-3 shift that is late then they will likly have to change the calibration of the spring in the 2-3 Throttle Valve Train, or even the size of it. This is not something they will 'see', unless the Throttle Valve itself is stuck but I hope they would have checked that.

They said all the valves look fine, no sticking, binding,etc. What you're saying sounds good to me but I don't know transmissions to well. If I mention about "the spring in the 2-3 Throttle Valve Train" that should make sense to them right? I mean, is that what it's called exactly. The tranny never did this until another shop rebuilt it a ways back. When this new shop did the rebuild the same problem remained. They then changed the valve body trying to eliminate any chance of that being the problem. By doing so, would that 2-3 spring have been re-used or would it have come out with the valve body? I'm going back tuesday so I want to try and give them as much assistance as possible in finding the problem. If the guys before them messed with the spring where as they might not usually mess with it, maybe that's why they are overlooking it.
